Finland's Nokia announced on September 5, 2025, the opening of a new R&D and manufacturing campus, Home of Radio, in Oulu, northern part of the country. The site covers approximately 55,000 square meters and will employ approximately 3,000 professionals. This center will be integrally responsible for research, design, manufacturing, and testing of 5G and 6G wireless networks for the AI era.

The campus plans to first work on 5G-related standardization, SoC (system-on-chip), hardware and software development, and strengthening wireless patents. A new factory, called the "Oulu Factory," will also be established on the site to manufacture baseband products for both civilian and military applications. It will also house universities, research institutes, major companies, and innovative startups that work with Nokia, and will serve as a base for research and development.

Nokia CEO Justin Hotard emphasized that Oulu "has a unique environment that integrates Nokia R&D and smart manufacturing with an ecosystem of partners, including universities, startups, and NATO's DIANA test center." He added that the new campus "will provide the connectivity essential to drive the AI supercycle."

The company has also revealed plans to use renewable energy to supply surplus heat generated in the manufacturing process to district heating in Oulu. This is a sustainability-oriented initiative that will support the heating of approximately 20,000 households.
